Can Steam deny refunds?
Steam will almost never refuse a refund as long as it's refunded into your steam wallet, not your card. This is for a few reasons. They don't have to deal with fees from the bank either, so they don't take a loss.
Is Steam allowed to forbid refunds?
Note that Valve-developed Steam games will offer refunds within 48 hours of purchase, but other developers have to enable the option for refunds first. You also can't get a refund on video purchases unless it was available in a bundle with non-video items.
